Jeffery O’Neal

Jeffery D. O’Neal, MBA, LCPC, FACHE, has a career that has spanned 36 years in the behavioral healthcare field as Clinical Counselor and also as an administrator. He has practiced in and supervised programs including outpatient counseling and case management, emergency crisis services, intensive outpatient and partial hospital hospitalization services and inpatient psychiatric services.

In his previous role before joining Brook Lane in October 2021 as its Chief Executive Officer, he was the Executive Director of Clinics, Practices and Behavioral Health Services at UPMC Western Maryland for 18 years, where he was directly responsible for all psychiatric services, as well as all primary care, urgent care and specialty care service lines.

Jeff received his Bachelor of Arts degree in Sociology from West Virginia Wesleyan College, a Master of Arts Degree in Counseling Psychology from Hood College, and a Master of Business Administration from American Sentinel University.  He is a Fellow of the American College of Healthcare Executives, a Certified Medical Practice Executive, a National Certified Counselor, a Certified Employee Assistance Counselor, and a Licensed Clinical Professional Counselor in Maryland. Jeff is an honorably discharged US Army Veteran, having achieved the rank of Captain.

Jeff has served on many boards over the years, including serving as Board Chair of the Allegany County Chamber of Commerce in 2021. He is an active Rotarian with the Sunrise Rotary Club and was past President of the Cumberland Rotary Club. He is an Alumni of Leadership Allegany, class of 2005, and is active on the Board at his church, St. James Brethren. Jeff resides in Hagerstown with his wife, Tina, an ER nurse at Meritus Medical Center. They have two grown children and one grandchild.
